According to HP's website, this is part of their SMB return policy HP will not accept products that are "1. Custom configured orders (i.e. Customer specifications, Custom image, asset tagging, etc)."

Does that include a costumer configured notebook for example?

It appears so, but only on Small & Medium Business customized notebooks. The return policy you're quoting is applicable to the SMB site.

The return policy on the Home (consumer) site doesn't have the same exclusions. Configurable consumer notebooks (Pavilion models) are returnable within the 21 day window.
