I called the small business outlet to order a computer, and was told that none of their refurbished computers are available for a free windows 7 upgrade. This directly contradicts their own website

which lists certain business notebooks as eligible. I called the outlet several times at 1-888-385-5408 to confirm this, each time facing a firm no.
Am I missing something, or is HP advertising one set of rules, then selling under another?

This is in contrast to both the Dell and Lenovo outlets, which provide free windows 7 upgrades provided that the refurbs come with Vista Home premium or Vista Business.

Each manufacturer is free to set their own rules for free Windows 7 upgrades, including not providing any upgrades at all.
