On my HP Pavillion dv5t-1000 running Windows Vista 32-bit
Upon startup it goes straight to the windows error recovery screen, and suggests I launch startup repair. I do not have a windows installation disc because it was not provided when i bought the laptop and i was too stupid to make one when earlier. It says:
Status: 0xc000000f
Info: The boot selection failed because a required device is inaccessible.
When I choose to start windows normally, it freezes on the loading screen. The computer has been having some problems I was able to solve for about a month now, but it has been overheating and freezing quite often still. I ordered a new CPU fan and planned on replacing it before all this happened (and still plan on installing it)
So after talking to HP Support online I an BIOS at startup. Memory test was fine, but when i ran the Hard disk short test, it froze every time at 53%. I was pressing ESC to exit and the computer was not responding so I had to shut down. I did this about 5-10 times and got the same result every time.
Any suggestions?? Is my hard disk fried? Please help...

Likely your HDD has failed.
You can download and burn a Vista recovery disc from here:

Use the key on the bottom of your notebook. You may need to call Miscosoft to activate. -

So I downloaded and burned the recovery disc from that site, the laptop read the disc and loaded the files but it still froze on the same loading screen... Am I still doing something wrong? -
Did you put a new hard drive in though?

You may have missed the screen right after BIOS post that says to hit any key to load from CD/DVD.
Did you see screens that looked like this: System Recovery Options - Vista Forums
You have to go into start up repair.
If you did go through all this, then likely your HDD has failed.
To test to see if there is no other hardware problem, you may want to run a Linux Live CD. You can download and burn an Ubuntu disk: http://www.ubuntu.com/ -
My friend and I took it apart and put it back together multiple times.. we used two different recovery discs - one that I made and an official one that he had, and neither loaded the repair screen. It seemed like every time we restarted the process it made a little more progress (such as almost starting in safe mode), but still no success, so we decided to order a new HDD and enclosure and hope I can salvage whatever I can.
