Well - to ask the basic, but necessary questions:

Is your phone within proper range (less than 20ft/6m)? And with Windows, it is necessary, most of the time, to verify bluetooth connections by either verifying a displayed code on both screens or inputting the code displayed on the Windows device and inputting it on the other.

"A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond."

Usually this is the error when either a device is not in range (i.e. Windows looking for something that isn't there) or if there is no user input within a set time. Also, many mobile devices (as well as quite a few modern laptops) are set to turn-off wireless connections when they enter their reduced power states. For instance... is your mobile device's screen turning off after a few minutes of no input? Settings such as those may be something you want to explore.

Well...i know this basic things and also b4 posting this problem i have tried some troubleshooting myself. so the phone was right next to the laptop with screen on. I was successful to transfer couple of jpeg files only and then when I have selected the 3rd one it stopped working.

I am guessing that you might ask whether i have tried to restart the devices. answer is-yes i did. and that point of time it works and only for first 2 or 3 files as usually. thereafter stop to get connected.

Have checked to see if the phone is performing some other background task during the time of your disconnect? Specifically a task involving your dataplan (i.e. an app that is updating...)?

I am guessing here, at this point, I admit. However, from what you describe, I do not believe the issue is with Windows. I am of the opinion that the problem lies in the phone or Android OS. Alittle Googling turned up similiar issues where users even went so far as stating that BT transfers worked one way but not the other. So are you trying to go from phone to PC or vice versa? I found more than one user stating that after downloading and installing an app from the Android marketplace called "Bluetooth File Transfer" (the one by MidievalSoftware), they resolved their issues.
