My girlfriend has an HP dv9000 (17" laptop)
i dont know the exact specs, only that she is running vista 32bit.
But the problem is that every time she has to either restart, return from hibernate, or return from sleep mode, the computer cant do it.
If its restarting or returning from hibernate, the computer will begin to start up, you'll hear a click, and it will power down and power up again, click, and repeat the process endlessly.
From sleep mode, the computer will turn the screen on and off like you just "woke" it.

From what you're describing, it sounds like a background process is interfering with the restore function of the Power Plan. At the very least she needs to reset her sleep/hibernate functions to a much longer period, and the lid function as well. To do that, open the Control Panel, then go to Power Options, then click on "Change Plan Settings" for the current plan she's running. She should have custom plans made for running off of AC at home and Battery - the HP plans are made to conserve power at all costs when on the battery.
Once the Plan Settings are opened, there's another link for Advanced Settings - click on that and it'll take you to the individual settings for Sleep, Hibernate and Lid Closure.
Something else she can do is to turn off her wireless before she sets it to sleep/hibernate. If a background process is interfering with it, it's likely trying to access the 'net for information or updates, and turning off the wireless will deny that. If it doesn't do it you'll have a good clue as to where the problem is. Then it's just a matter of narrowing down which process.
Having said that..
There is also a known problem with Dv 9000's and power - it could be that her system is in the throes of getting to that point where it'll need to be fixed. Without the Product # I can't tell you if her system is in that group or not. Right now her symptoms don't qualify it for a repair even if it is one of the eligible systems. Eligible Dv9000 system #'s are:
