My parents have this model of notebook and their video card is 16mb. Can they upgrade this? and is it something they can do themselves or should they take it into someone?

Unfortunatly not, the video card is integrated into the motherboard and can't be upgraded.

The video card should use shared memory, however, and you may be able to adjust the setting on how much ram gets shared. The option to change the video memory size would be in display settings.
