Alright guys, fixed the problem.
This fix will work on anyone with an HP DV series laptop.
1. Go into your bios ( hit F10 ) and for SATA Native Support, change it to DISABLED.
2. Proceed with Windows XP installation, VIOLA! It now works, no need for a floppy disk w/ drivers or SATA drivers.
3. After installing XP, make sure you set SATA Native Support back to ENABLED.

IGNORE THE PREVIOUS POSTS. By disabling SATA Native support in BIOS, you cannot install the Intel Matrix Storage Driver in your new windows installation nor can you enable the SATA Native Support and boot into that Windows installation.
I have finally found the solution to this problem and am now running on a clean installation of Windows XP Pro.
Please go to this link and read the first 4 posts in the thread which will solve your problems when installing a clean version of Windows XP.
