I'm following a guide on dual-booting vista and xp with vista installed. I've just completed installing XP and now i have to repair Vista so it could boot (i think).
All I have right now is the hp express upgrade to vista home premium and it doesn't have the repair windows option.
what should i do?

Have you tried putting the Express Upgrade disc in, changing the boot options in the bios to cd/dvd first, then restarting and pressing any key to boot to cd? Once you get there you should see the install now button and then you can repair your vista install. If you can't do that due to the disc then you are going to have to find a Vista disc to use. You are not doing anything illegal that I know of by using another disc to repair an installation that you legally own the product key for but don't quote me on that.

If you're trying access Vista's Repair Console, this article might help:

Not sure if it's the same as the XP Recovery Console. -
Your upgrade disc should be a full vista operating system disc. You should be able to load the disc and do a start up repair. Once that is done you should be able to get into vista. You will need to use bcd152 to fix the boot manager in XP. You get that far let me no if you have trouble getting back into XP. You may get ndldr is missing in XP. I can help you with that.
