I ordered a laptop with 100 gigs. It says I have 78.2 total on the C:, plus 13.8 on the D:
So that's about 93 gigs?

Yep that should be about right. Windows takes up some space. I can't remember how much but those numbers look right to me.

yep....my HD is 60GB....but i can use only around 52GB

It's not caused by Windows.
In IT:
1024 bits = 1 byte
1024 bytes = 1 kilo byte
1024 KB = 1 mega byte
1024 MB = 1 giga byte
HDD manufacturers use conversion:
1000 bit = 1 byte
1000 bytes = 1 kilo byte
1000 KB = 1 mega byte
1000 MB = 1 giga byte
1GB sign on your disc = about 931MB in Windows, that's why your HDD sign isn't equal with capacity showed in your OS.
