Is it worth it to spend extra money for second choice.
How does affect bigger HDD and higher CPU on battery?
Will be using for Internet browsing, web designing, CAD, portable use "traveling".

Bigger HDD might mean less power consumption because the of the density on the HDD is more dense, that is if if RPM's are the same.
A faster Cpu usually suck more power, but only a tiny bit.
Since you are doing CAD, I would go for the T7250, but I would not spend more than $100 more than the T5470 for the faster one.
Also I would strongly suggest to upgrade to 2GB ram after you buy it. -

Just one thing. I am not really good with hardware stuff.
T5470 comes with 800 MHz FSB and T7250 with 667 MHz. Hows that its lower?
Also on different websites i can see that both got 2mb cache. So whats correct spec. -
Both the T7250 and the T5470 run at 800MHz FSB and have 2MB L2 cache. The only differences are in the clock speed, the T5470 runs at 1.6GHz while the T7250 runs at 2GHz and the T5470 lacks Intel virtualization support(only useful if you want to run virtualization software/ virtual OS in VMware or virtual PC 07 etc).
Unless you are really on a low budget i would pick the T7250 over the T5470. -
