I set my power of to turn monitor off after one hour. The machine is always plugged it. However the monitor never turns off. I am wondering why. I run VISTA HOME Premium.

First thing I'd recommend is making sure that you have it set to the same power profile that you have the display set to turn off in an hour. If it's on the same power profile already, try changing it to another profile (balanced or power saver) and see if it shuts off in that one.
I've had the power profiles go wonky on me if I create my own before, so it might be that it's just ignore that specific profile. I tried to create a profile that had extreme power saving features, yet once it plugged in it went into maximum performance settings. For some reason, it never went all the way into max performance settings; games played horribly when plugged in, yet when I changed it to High Performance power profile (which had the exact same settings while plugged in as my other profile), games played fine. I finally gave up and modified the HP recommended profile to do the same thing. Everything works fine now. -
Yep, Vista power profiles can be finicky at times, also make sure your screen saver isn't interfering.
