Make sure all the parts (RAM, HDD, mini PCI cards, modem cards, etc.) are properly seated or connected.
Have you checked that the charger is working?
Try starting with battery alone / charger alone in case the problem is one of these.
Try removing the charger and battery, hold down the power button for half a minute or so, reconnect power and try starting again.
If none of this works, your motherboard is probably fried and you're probably best off to buy a new laptop and sell your old one for parts on ebay.
Unless you had some catastrophic failure, you won't find any blown up pieces on the motherboard. Most likely you've got a blown fuse so try checking all the fuses on the motherboard with an ohmmeter. A schematic would be handy but you could just examine the motherboard closely. You're looking for surface mount fuses, which look like tiny rectangular blocks about the size of a grain of rice. -
All components are checked and tested the notebook motherboard must start without hdd and pci. But problem is from the motherboard it is not loading and no power up. The charger are new and i have tested it with mi multimeter. I have checked ale fuses and i have checked so any other pieces but I dont now what voltage must be in there so I need a motherboard schematics(PCB). When i have that schematic it is more easyer to check all pieces from the site with the power surce. Thanks for you answer and sorry for my ENGLISH
