Hpdv9823 Blank Screen 3 Beeps

Hi all

i have been on google for weeks reading up about hp problems
and have myself fixed a few dv2000/dv6000
Also replaced a few motherboards then fitted copper shims to the gpu
with good success rates
although the intell ones are still running hotish after upgrading to windows 7 then install the chip set then the other updates

My problem now is i am working on a dv9823 that i bought on ebay
suppossed to be a new processer ( AMD )
new heatsink which does not match up with the small gpu video chip
and new motherboard
Previous owners said they as well as other people could not get the laptop running

So after removing the lid switch cover reseating the gpu processer

it is starting up all lights working but giving me 3 beeps on startup
1 longish then 2 short but nothing on exfterior monitor
the fan comes on and off and it will stay lit for as long as you want to leave it switched on

have removed hard drive
removed swapped around tried different memory sticks
tried 2 diff keyboards
tried the Ctrl Alt + Delete several times

so could this be a Bios prob or the video chip
also there are 2 vidio chips
i cannot tell you the motherboard no as there is no sticker with the
replacement no on it
i was going to try to flash the bios on startup
trying to use the crisdisk but cant work out which WPH to rename as there are about 3/4 in the folder besides i cannot see out on the screen

any ideas please

also i have a good dv600 which i think will need reballing
any one tried any of the reballing advertised on ebay ???

and if you have 2 video chips do i put copper shims on both or just the
one nearest the CPU
