I have a brand new DV6700 with the built in webcam. I clean installed vista, the default driver vista installed worked, but once I used the webcam once, i had to reinstall the driver, this time I used the one off the HP website. But every time I turn the webcam on, and then back off, when I try to turn it on again I get the "you cannot use your webcam because it is already in use or not plugged in" message.

Yes this is a common problem for hp webcams. Please search "Webcam Problem solved" by Dylan in this section. I myself went through this issue
The permanent fix is by using Acer Crystal Eye Drivers. This is only if you have a Chicony webcam brand that HP put in. -
Same problem here. But with recoding feature. Sceen would go black while trying to record with webcam. Webcam would then be gone from the device list until we rebooted the computer.
We tried the fix talked about above with no luck. I guess the HDX9000 does not use a Chicony webcam. Hp could not tell me what brand. They just kept telling me HP made the Webcam. Geez. -
nope, that tutorial does not work....it says "this device has failed to start". I'm really pissed off, I spend all this money on a laptop and they can't even get the silly webcam to function. And when I go on the driver page on the HP website for my model number, half of the things are not even there...like the trackpad, the webcam, etc.

OK, now when I try to install the driver the computer automatically restarts without warning.

No fix for ricoh webcams as far as i know, just restarting.
Try using different HP webcam drivers from the website -
i cant even use my webcam anymore. it says "device has failed to start" and the fix doesnt work.

So what do I do? I buy a computer with a webcam....but I can't use the webcam? Can't HP fix it for me or do something. I want to use my webcam without spending 15 minutes every time and restarting.

Best you can do is complain to HP to finally release the fixed drivers.
I can only use the webcam once, and then I have to reinstall the driver, what's up with that?
