    Envy17-3090NR 3D A9P77UAR#ABA.
    MOBO PN# 665934-001
Power supply is fine ( within tolerance), but plug it in and the White/Orange led light does not turn on.
Tested the battery, 4 Red and 4 Black voltage OK ... White or Green with black both at 6.5V (OK).
    SO.......
Any reccomendations as to where to pick up a used TESTED mobo?
    All links will be considered.
HP mobo part referb is not available in CANADA.

    Have you checked eBay?

The second one is in China so I would be wary of that. Just to give my two cents, I have tried replacing a motherboard on a DV3T before. It is a job but I assume you have the skills from all the tests you have done. Not sure if the Envy 17 is the same but in my case, I needed a thermal conductive pad for the GPU. I couldn't use paste cause the gap was too big for paste to work properly. None the less, if you don't choose the right pad thickness, it would cause overheating. I had too many problems and eventually that laptop became a paper weight. Not trying to scare you but sharing my experience may be it will help.

Another thing to mention, the board I replaced was new. I couldn't tatto the product number and serial number on it. Only HP technician can actually perform that. Some models however you can edit those in the setup using a special set of key strokes.
If you get a refurb, your laptop will have the serial number of that board not yours.

    This may help though:

What thickness (mm) of Thermal Pad is needed for the Capacitors on the GPU side?
