How do I enable it? Is it in the bios? Also once enabled can I turn it off while in Windows?

The IR port is located along side the HDD, Power and Wi-Fi indicator lights on the front of the machine, as indicated in zazonz' review of the DV5000. As far as I am aware they all have it. Assume it's there for use with the optional mobile remote control.

The page you linked to seems to be talking about USB IR recievers (on Media Center PCs) rather than the integrated one (not a seperate component) hidden behind the plastic covering the indicator lights on the DV5000. It also appears from the specs page for the DV5000 that the integrated IR port is standard:

Number of slots/ports (with 32MB ATI Radeon Xpress 200M)
    1 Expansion port 2 connector
    1 ExpressCard/54 slot (also supports ExpressCard/34)
    2 USB 2.0 ports
    1 Consumer IR (remote receiver)
    S-video TV-out port
    RJ-45 port
    RJ-11 port
    Microphone port
    Headphone port
    VGA monitor port
    Security lock

Number of slots/ports (with 128MB ATI Radeon Xpress 200M with Hypermemory)
    6-in-1 digital media reader
    PC Card slot
    IEEE-1394 (4-pin) port
    One expansion port 2 connector
One ExpressCard/54 slot (also supports ExpressCard/34)
    Three USB 2.0 ports
    1 Consumer IR (remote receiver)
    S-video TV-out port
    RJ-45 port
    RJ-11 port
    Microphone port
    Headphone port
    VGA monitor port
    Security lock

Honestly not trying to argue here, but I really do believe they all have one. Otherwise it would seem kind of silly to offer the remote control as a CTO option for the notebook if it wouldn't even work with it. Could be wrong :)

I talked with HP. It is like it says cleaverly that it is only a "remote reciever" It will not except data sent via a pda nor sync. Cool thing is the MCE controller does work with it!

Consumer IR is a really stupid option. What would it have cost to make a regular IR device?

You can buy Optional Media cable($89) comes with PCMCIA slot remote which is connected to Expansion Port2, gives you built in IR receiver, USB, FIrewire, Digital SPDIF out, S-Video, Composite, RCA audio out.

It works more so like a docking station, so you can connect your KB, External HDDs, DVD Drives, digital receiver to Media Cable and when you want to disconnect you only need to disconnect one single media cable.
