Will disabling these two devices save me some battery life, and is it safe to do? To disable them, is it as simple is going into the device manager, right clicking on it, and choose disable?

Yes to all of these questions! If you don't use them, all they're doing is wasting battery. Device manager is where you'd disable them, yes.

Chances are if your not using the bluetooth and webcam it won't save any battery.

But isn't that like having (for example) an external perpheral connected to a USB port? If it's enabled and connected to the motherboard, wouldn't it use some power?

Having any devices connected to the computer will, even if unused, draw some soft of power.

Yes, disabling them will save some juice. This also applies to, and not limited to, parralel port, serial port, modem jack, ethernet jack, infrared port, fingerprint reader, and so on.

The power savings will be so small, you'll not notice it.
