Here's my story:
A friend turned her hp notebook into a paperweight by hitting it, so she took it to a tech shop, and they said it needed a new motherboard. She then asked me to do it, since she didn't have the $400 they wanted. I said sure, got the part (434723-001), and replaced it. No big deal, just like any other mobo replacement.
The problem begins when I turn it on. The Windows Logon ends with a stop error c000021A - the logon process encountered a fault. I yank the HDD, throw it in another laptop, and it loads Windows (Vista Home Premium) just fine. I then take a different HDD, throw it in the HP, and it encounters the same error.
Hm. Not a corrupted Win file then. So I have a look at the bios, which displays version B.02 .. .. Hop over to HP, and see that all their bios drivers listings for this part are running F.x versions.
Alright then, let's update the bios.. Of course, all HP is making anymore is Win .exe bios updates, not bootdisk updates. So I try an old Ubuntu liveCD I have laying around. It starts up, I choose liveCD, but it won't load. More headaches. Just for giggles I try Startup Repair on the HDD - no go. I then try to load my Vista CD to repair (for giggles again) - loads the drivers, but not the GUI. Tested the RAM, HDD, all fine.
So now I have a dilemma. I'm pretty sure the BIOS is what is holding me up, but I can't run the update, because I can't load a HDD. Does anyone know of a way to do this, like maybe a DOSbox-on-a-cd that can run the update?
Does anyone think it might be a different problem, or that I missed something?
Right now I'm loading Vista on a USB HDD, to see if that works.

It Occurs when Winlogon.exe or Csrss.exe fails.
Causes...
There is a error in a memory block (c000031A)
Mismatched system files have been installed.
A Service Pack installation has failed.
A backup program that is used to restore a hard disk did not correctly restore files that may have been in use.
An incompatible third-party program has been installed.
Try pressing F8 (on most computers)... and select "Last Configuration That worked". If not, try all the function buttons until you get that menu. If it doesnt work, put in the HDD, insert the HP recovery or OS Disk and reformat the HDD/Overwrite the OS. Reinstalling could stop the problem. -
I found this (c000021A) on a search of this site Computer Hope, I hope this is of some help.

Try running MemTest86+. That's about the simplest test I can think of. If that doesn't work, you're in trouble.
About the BIOS revision: B as in Beta I suspect. I'd be very curious to know where the seller of your replacement board got it from. I'm very suspicious of that board. -
I threw in a HDD with a fresh Vista install - no go.
I've already ran Memtest86+, but you bring up a good point about the BIOS. I hadn't thought of it like that before.
I ebayed the board (gawd save me), so I've contacted the seller to let him know that the board is useless. I'm awaiting his reply. -

Well, he's not new. He's got 99.5% positive feedback: 630 good - 3 bad in the last 12 months.
One bad comment was about a "broken motherboard" and no refund. The other 2 seemed like incompetent buyers.
I'll be keeping my fingers crossed. -

I got the replacement, but this time it's running F.02 ...
Everything works fine, except it occasionally won't boot up if I choose to Restart. So, I figured I'd update the BIOS ... yay, more problems!
All the updates for the dv6000+ line say they aren't for this notebook. I'm sure it's something to do with the mobo, maybe a wrong serial or something, but the HP techs are worthless as usual and running me in circles.
Has anyone had this problem, or does anyone know how to force a BIOS update from the softpaq?
