So Im planning on OCing this Laptop.
From what I heard, its best to run Coolsense on cool to disable processor turbo.
But aside from that, whats the most stable driver that you guys have found while OCing. And what program should I use to OC.

I have a laptop cooler, what are some reasonable clocks to aim for.

If your running on a good laptop cooler, you don't really need to do the coldest setting in coolsense. When I'm away from home I do that, but sitting on a decent cooler (120-140mm fans) you shouldn't have a problem.

I use the stock HP drivers with ATI's 11.8 over them.

I use sapphire trixx as it lets you adjust voltages. I managed a stable 850/920 on 1.055v. I can get to 900/1000 but its far from stable. I might be able to reach those if I bumped the voltage a bit, but im not that comfortable with it right now. With a good laptop cooler (cm storm 19 with 2 yate loom 140mm fans) my highest temps are around the 65C rage.

Uninstall the stock driver. Then it should allow you to install the 11.10 one.

whats the stock voltage on this card? as a rule, how much voltage should i increase for clock increases. Also, I know that GPU temperature is what I should watch for, but is there a safe voltage range for this card?

If you are in fixed graphic mode, you may need to switch to dynamic to install the drivers then switch back. I find that this happens when you uninstall the ATI drivers while using the integrated card.

Stock voltage is 1.050v. There is no "safe" voltage range, it all depends on cooling. Back in the day we ran phase change units on ati9700's and ti-4600's and cranked them up to insane levels, it really all depends on the cooling. Unfortunately with laptops your stuck.

Personally I wouldn't go more than 1.059 if I was on a good cooler, but I stick to 1.055 for daily use. I would start to worry at around 85c. But remember that heat is the killer of all things. The cooler your card stays the longer it will last.

I had no problem with this. Follow AMD's instructions exactly (uninstalling via Catalyst Install Manager) and then install 11.10 and there shouldn't be any issues. 11.10 works great on my PC.
