Fresh install of WHAT and from what kind of media?? And how are they not working?

It's probably your chipset and ich drivers. There are plenty of (searchable) posts on the topic.

A fresh install of the system... AKA A format...

Those show up in device manager as not working.. aka no driver installed...

Go to Device Manager, open properties for the device and choose Details tab. From the drop-down list take Hardware Ids and do a google search for VEN_???? DEV_???? you see there.

Search results will give you hint, if not direct answer, what exact drivers are still missing. Sometimes you'll get manufacturer's download link too :)

Ok one was the infared reciever.. go that installed but

HP ProtectSmart Hard Drive (driver only):
    Version: 4.0.3.1
    OS Support: Windows Vista
    Link: ftp://ftp.hp.com/pub/softpaq/sp44001-44500/sp44320.exe
Notes: The latest version of the driver is included in this package (the package is for HP 3D DriveGuard - the business branding of HP ProtectSmart). Extract the package and install the driver using the have disk method. There is no point installing this in Windows 7 on the dv5t as the BIOS hides the built in accelerometer in any OS other than Vista.

how do i do the have disk method
    ?

A slight problem here, I dont have any Vista machine right now :D I upgraded both desktops to 7 last night.

However, in Win7 it looks like this:
In the Driver tab, choose Update Driver then "Browse My Computer..." and choose the folder you extracted the driver files.

If I remember right, it was quite similar in Vista. In Windows XP the "Browse My Computer" option was called "Have disk" and as a default tried to read floppy drive when clicked. Actual function is still the same anyways.
