Unfortunately, when the hp software detected the reboot error, and opened up recovery manager ( or something along that lines), and prompted for a system restore, I 've never ever set a system restore point before, and was unable to fix it.
The clean slate restore didn't work, and it is perpetually stuck at 99%

I had that problem before when I did image recoveries on my old Envy 15. I found out that you should just wait it out at 99%. It might say it just need 5 more seconds or something, but in truth, it needs about an additional 45 minutes. The progress bar is glitched, but I can assure you that within an hour will be get itself done

Make sure that the HDD Indicator is still lit up or blinking constantly. That is a good sign that the recovery manager is still doing its thing, despite stuck at 99%. -
Okay, after the install, the computer is stuck at the boot logo again

Mine did the same thing sorta. The computer got really messed up because it shut down on first boot in the middle of the setup, soo it kinda screwed up everything. I had to get recovery discs from HP which for some reason didn't work
So I had to send my brand new envy back in for repairs.

It could be that you have something in the eSata port. I had my Hard Drive in there once and it wouldnt boot. Just take it out and ti should work.

Check that there is nothing in your usb or esata prt like someone has mentioned.
That was why mine dind't boot up until I removed the USB -
