I have a 9500t with Vista Home Premium.

Windows won't start, and the automated repair function will not/can't restore the necessary files to repair the situation.

Can Windows be re-installed in a manner to be non-destructive to the installed programs(i-tunes, etc)?

I am only finding instructions on Microsoft's website and here, for a destructive "clean install".

No, you can't make a non-destructive installation of Windows. Windows as a system is very monolithic, in that its components have intricate inter-dependencies. Your programs have settings and configurations stored in the registry; unfortunately, so does Windows. The installation is screwed unless you can maybe give us an idea of what errors you're getting, and how you managed to hose the OS ;).
