I have a question, I do not believe my Envy is 3D capable but it has two red 3D IR Emiters.
Does anyone know what these are for?

Those are for range detection - They work as the Proximity Sensor; It turns the keyboard backlight on and off as it detects your presence or lack thereof.
See page 17 here for details (This feature is the same for the Standard and 3D editions, The 3D version does have an addition IR cluster for communication with active shutter goggles)

On another note, I have seen that the 17" Envy laptops can hold between 8 to 16 GBs of RAM. Does it depend on your model number or can they all hold up to 16GBs? -
You could go to HP.com, type in your exact model number off the bottom of your laptop and look up the specs of your laptop. It should tell you the max RAM you can use.

You have 2x DIMM slots with 4Gigs in each,
8GB 1600MHz DDR3 SDRAM (2 DIMM),
Maximum supported = 16GB.
Good luck finding 8Gb sticks @ 1600, I found them @ 1333
