in the specs for the new HP Pavillion it says:
System Up to 400MHz front-side bus
Memory Total memory slots: two DIMM
Maximum memory expansion: 2GB
so does that mean the DDR2 if you get like 533mhz or 667mhz it will automatically clock down to 400mhz? why the heck would it be like that? this is a new pavillion model it seems its just getting worse?

Thats probably a typo. The Core Duo uses either a 533MHz or 667MHZ bus. The memory used by HP is also DDR2 533 or in some cases DDR2 667.

its weird cuz when you look at the 15.4" version it says up to 1600mhz for the FSB with like 25W or something.. weird confusing

It is usually reffered to as FSB but it aint one since the memory controller is located on the cpu itself.
So,
If you are looking at the AMD version, then you will get 800MHz(1600MHz effective) HTT, integrated memory controller and the so according to AMD's specification the cpu is capable of supporting memory upto 667MHz.
If you are looking at the Intel version, then you will get either a 533MHz/667MHz FSB(depending on the cpu model), memory controller located on the chipset capable of FSB upto 667MHz. So, it can also use the memory upto 533/667MHz as well.
The 25W is the TDP(figure used to design the cooling system) rating. Lower the number usually signifies cooler running processor. The Turions have a TDP ranging fom 31W - 35W. The Semprons run at 25W. The Core Duo has a TDP of 31W and the Solo runs at 27W. -
Because of the integrated memory controller, AMD's Turion X2 will benefit greatly from 667mhz memory. I heard HP started shipping the Z versions of its notebook lines with the faster memory.

I checked with cpu-z, my new T2400 dv2000t came with 2x512 DDR2 533 (PC4300). It is capable of using DDR2 667 so maybe I'll upgrade that eventually.
