What about after Hibernation? If you have updated the BIOS, then did you try hitting Restore Default settngs in the Bios.
Other than that, it could be a problem with the video card, so get the latest driver for it; or reinstall Windows if nothing else works.
Do you have some programs running in the background, which might prevent the notebook from starting up? Check start up items with MSCONFIG and remove all unnecessary stuff.

You may check the RAM 'cause this symptom happened to my previous GW laptop. It may be gone bad or not totally compatible with your system, and you may not have been aware of it.

Do you have Service Pack 2 for XP? Because acording to Compaq, this is a known issue, but it is fixed in Service Pack 2...

    Taken from HP

    ISSUE:
One of the following problems may occur:

--Notebook fails to resume from Microsoft Windows XP power management state.

--The notebook display will time out in accordance with the designated operating system power policy. It does not always successfully resume upon keyboard or mouse activity.

--The notebook is powered on, but the display may not appear. Manually pressing Fn+F4 will activate the display.

    SOLUTION:

Update Microsoft Windows by installing Windows XP Service Pack 2. Use the link below to successfully upgrade Windows XP.
