I reflashed my BIOS with the latest version on HP's website. It already had F23 but the one on HP's website seemed to have a newer date. Anyway, after flashing the fan seems to stay on a lot more and at higher RPM's.

Could this all be in my mind, or is it possible something went wrong when I reflashed the BIOS?

Did you go into the BIOS and Disabled the option for Fan always on? The default is Enabled.

Compare the version listed in BIOS with what is currently listed on HP's site.

If you press escape during boot-up, then press F10 for BIOS. The latest revision is F23. That is what you should see on the first page of the BIOS.

Hmm, I did a clean windows 7 install right away (and re-flashed my bios). My fan is fairly loud, and always on. I'm curious to know the answer to your questions, as well. It could also, all be in my mind...

No, it seems louder after the reflash. No idea how to correct this.

I think newer BIOS have the fan on more even when idling as a precaution to overheating GPUs perhaps. ...due to some problems HP had with nvidia GPUs not too long ago.
I know on my old DV9774 the fan would go completely off at idle. Then come on quietly during normal use and then ramp up to full speed if doing something intense.
I know if you go in BIOS and change Fan Always On and change it to always off then its nice and quiet for a few minutes, but when it gets warm just from surfing the net for example then when the fan does actually come on it comes on full blast!... full speed and very loud, then it goes off for a minute and then back on full speed and loud. I set the BIOS to Fan alwasy on, so it idles away all the time, doesn't come on full blast unless it absolutley has to. This is on my newer HDX-18.
