Can I just copy the recovery file on D:\ to another external HDD, and save that 11GB space?

If you burn the Recovery Disks FIRST, you can just all together format or delete the partition after the disks are done.

You'll need a program that can manage partitions. Not sure on which is the best, though, since I just use the formatted D on my system as a separate drive, of sorts. I'm sure someone here can recommend a partition program.

Windows itself can't delete partitions unless you're installing/reformatting from an OEM disk.

As has been mentioned as long as you have burnt the recovery discs, the recovery partition can be safely deleted. If you dont want to merge the partition with C: then you can just right click on the drive and select format. If you want to delete & then merge it with the main Windows partition then you'll need a partition manager.
