Anytime I open more than 4 tabs my whole desktop will freeze, forcing me to restart the whole system. I've tried different browsers, reinstalling browsers, and doing system restore but it still keeps crashing.

Another problem that I noticed is that when watching youtube videos and having another window open is that youtube will stutter and lag if I move the other window around. It's been like that since I got it and while it wasnt a huge deal to me at first, its beginning to really bug me since my old $300 windows 7 laptop never did any of this.

What should I do? Is this a graphics problem?

Got me. I'd call HP and tell them.

You could also try re-installing the Graphics driver for your Envy off HP's Support website for your machine and OS. Follow these steps:
    1. Uninstall current graphics driver
    2. Reboot
    3. Install "Current" Driver from HP's Website (previously downloaded)
    4. Reboot
If that doesn't help, you may very well be suffering from some sort of hardware issue that could perhaps be identified by one or more of the included system diagnostic tools available at startup.
