So what's the problem with envy 15 3200t - can't you access discrete GPU at all ? or is it just that you can't switch from HD4000 to the discrete ?

Is there a way to force a fixed mode from the BIOS ?

The only thing you can do is add your application in Catalyst Control Center manually, and set "High Performance", cross your fingers.

Best solution: yell at HP and AMD.

To yell at AMD, visit their report page: AMD Issue Reporting Form for AMD Catalyst

But, can you choose to have the 7750 as the default card for everything from BIOS ?

Is there any way i can easily overlay/display which GPU is currently being used? I have a feeling that many games are not using my 7950 and it's starting to get pretty damn annoying wondering if my game is running the GPU or not

Install MSI Afterburner. Open it after you open your game. GPU usage should be above 0% when you are playing the game. If it's always staying at 0.. then it's not using the GPU.
