My processor speed changes between 800MHz and 2GHz based on workload, but it doesn't seem to matter if it is plugged in or running on battery. Is this normal?

Speed step is enabled in the BIOS. I am using Mobile Meter to monitor the speed and temp.

This happens if your Power Management setting is set to Laptop/Notebook. If it's set to Always On, you'll be at 2GHz all the time no matter if you're on AC or battery.
