Is the T8300 a better perfomer than the T7300 despite having 3MB L2 cache versus the 4MB the T7300 has? Secondly, is there any difference between the ATI HD2600 and the ATI FireGL V5600?

Not really in practical terms, you wouldn't notice the difference between them for most things. The V5600 is based on the HD2600 but is build for CAD apps and uses.

Which, the T7300 or T8300, will be faster in benchmarks?

According to Intel, T8300 is faster.
