When I'm in Standby, my USB devices are still on. Is there a way to have the USB devices off when my notebook is in Standby?

Probably not. Many USB ports are powered regardless of the computer state. It's usually touted as a selling point/feature. You can use your USB to wake up from sleep...and your docking station can stay on...you can keep charging your USB devices, etc.
