Today I installed the AMD Power Monitor Utility and discover that when it is at 800 MHz, the voltage is 0.9V, and at full load(1.6GHz), it's voltage is 1.35V. In this case, is it still necessary to go for the undervolting to lower the CPU temperature ??

If you are not satisfied with the stock settings then undervolting is a pretty good option to deal with the heat issues. Undervolting allows you to set many settings(especially with RM clock), you can customize the performance modes allowing the cpu to run at different speeds depending on your usage. But if you are happy with the current settings why mess with it.

i also noticed that on my ML-30
RM clock reports 1.00V @ 4x (not undervolted)
AMD power reports 0.900V @800mhz
now if I undervolt it in RMclock to .975V, AMD Power Monitor reports it as .875V
which one is reporting the true voltage? i do not know -
In my observation AMD Power Monitor is not at all precise. I think RM Clock is more precise.( as we also know ML default voltage is 1.0V) You could use CPUz to find actual Voltage though.

Today, I try to install the AMD Dashboard Demo, it shows 800MHz at 1.0V and 1.6GHz at 1.5V. In this case, if I go for undervolting , any idea to set the lowest voltage at 4x and 8x of ML-30 ?

Check L2000 ML-34 undervolting thread for reference.
I guess ML-30 can safely do voltages mentioned by Vassil. You can start with those figures and try lower 0.025v increments and run prime 95 at each stepping to see if it is stable.
I would suggest 4x,6x,8x mulitpliers though. -

Is the AMD Power Monitor dependable? After my L2005 came out of hibernation the CPU was supposedly running full bore at 1600mhz/1.35v, using "Max Battery". Switched to "Minimal Power Management" and it now hovers at 800mhz/.9v where it belongs. I'm pretty sure the Monitor is correct and the power settings are srewy. Thanks.

I have stopped undervolting for a while and have not crashed since. My guess is there is some incompatibility I'm not aware of and/or the ML-30 does not underclock well compared to ML-32 and up -
Mine crashed with RMClock 2.0. but completely stable under v1.8. Others have reported it too.
you may want to try undervolting using v1.8
