Is there a point of diminishing returns with respect to video cards?

I'm looking at various machines hoping to maximize my multiplayer gaming on the Internet. Specifically I like Joint Ops. I'm mostly interested in speed of play (avoiding lag etc) as opposed to the crystal clear colors and shading.

In general, would a 256MB card make a noticeable difference vs a 128MB card? (I'm also concerned that the 256MB cards tend to overheat.) Combined with a P4 600series 3GHz 800FSB processor and 1 GB of RAM.

    Thanks
