I have a DV4T running Vista Home Premium SP2 32 bit. The problem is that some actions are delayed for 15-30 sec after the machine boots. For example, the network icon in the system tray does not respond, I can't open services or anything else that requires UAC. I can do other non-admin things like run IE or Windows Explorer. About 30 sec or so after boot, all the admin functions start working normally. It seems like something just has a delayed startup.
My machine has always done this. I did it with the factory config, and it still does it after a clean install + latest drivers + all the latest windows updates (and no other software installed).
I found some old posts talking about a similar delay which could be avoided by disabling the workstation service. I tried disabling that service, but it didn't make any difference.
The CPU is not busy during the delay, so it appears that the system is just waiting on some timed event.
If anyone know how to eliminate this annoying delay I would be much obliged. Thanks!

Reduce the startup programs u have and there should be no problem.Also disable UAC. I had the same problem as you but nowadays my system loads more quickly.

Thanks, but startup programs are not the cause of the delay. This happens on after a clean install + drivers and updates, so it's not loaded up with 3rd party programs. Keep in mind that the CPU is low during most of the delay, so it's not processing anything big, it just seems to be waiting for a timed event.
UAC may have something to do with it, since I can't do anything that requires UAC until after the startup delay. I don't really want to disable UAC on this machine, but maybe I'll try disabling it temporarily to see if that makes any difference.
Another symptom is the delay is that the network status icon in the system tray does not update to show that I have a connection until after the delay. The icon also doesn't respond to any mouse activity during the delay.
Does anyone with Visa NOT see a startup delay like I have described? I don't have much experience with vista, so it may just be a "feature" of vista.
