    What do you mean set up the cam? If it comes with your computer, then it's already installed on there. If not, you can get the drivers/software from HP.

    What's your problem exactly?

    Yes it does work fine... I launch the cam program and can see myself just fine. But how do I connect to another person who has a webcam? Like I said I'm new at this so I hope I provided enough info?

    you mean like in Instant Messaging programs? such as AOL, Yahoo, Windows Live, etc...
    These programs would allow you and your friends to view each other's webcam and voice chat over the internet.

    pick one or multiple serivces
    sign up and setup an account
    download and install the instant massager program
    add your friends accounts/IDs to your list
    chat and view webcam online
