Does anyone know if HP notebooks come with either the Windows Anytime Upgrade Disk or the OEM Vista Disk? If not, is it possible to ask them for one?
Also, which of the two would be better for a clean install?

You can't use the Anytime disc for a clean install, but Microsoft has discontinued that program anyway.
The notebooks don't come with an OEM copy, but you can (and should!) make recovery discs with your existing install.
It is possible to get the "clean" media without a license through Microsoft for a small price, and there's instructions on the forum on how to use your current key to perform a fresh install. -
