I bought HP Envy 17-3080ez from a local seller used, but battery won't charge beyond 26 %.When I plug the charger it says plugged in charging but it doesn't pass 26 %.Also battery drains while notebook is turned off.
I want to know if I will be able to use/turn on notebook without battery (when I remove battery) normally?
I can not find needed battery in my country to be able to replace it.

You can use the laptop without the battery as long the AC Adapter is plugged in but soon as you unplug the AC Adapter it'll shut off which you'll cause a improper shutdown and you'll lose any unsaved work each time. If you're going to only keep your laptop on your desk then you dont need a battery but obviously you cant move it around without being near a plug without a battery. You can try ordering a replacement battery on Ebay if the sellers will ship it to your country

Its the battery for sure. When you buy used laptops especially older models like yours the battery usually bad and/or lost most of its capacity. Like i said check on Ebay to order a replacement battery that'll ship to your country
