can other coupons be used with APP

so I need to ask:
1, is the 1499 means above 1499 after constant saving??
2, why can not I use the coupon or can the coupon be used with app??

$250 off means once your computer config reaches $1499 (before the $ off) you can use it.

It will not stack with APP discounts though. They are separate business sections of HP that make their own decisions/coupons.
