does anyone have any idea why it seems to take forever for cds and dvds to start up in my laptop? is this normal in laptops or do i potentially have a problem?

What's your definition of a long time? What kind of CD's/DVD's are you trying to load (retail or burned)? Does your drive make any noises while trying to read the disc?
Drives may take a bit to spin up the disc, after that, it has to be able to read the disc. If you're trying to run burned discs, make sure you closed off the disc before using. If you don't close off the disc, it will take longer to read. If they're burned DVD's, it's possible the drive may read specific media (+ or - media) better that the other. Try using different brand discs in your system, it may have different results. If the drive make a repeating noise like it's trying to read, then it's possible that the drive/disc is bad. If the disc works everywhere else, than it could be your drive.

when i say a long time i mean like 25 seconds. i put the dvd movie in the drive and it spins etc... and the movie runs after about 25 seconds, however on my desktop it loads up the movie faster, maybe in like 10 seconds

Well, one reason could be, is that the drive in your notebook doesn't spin as fast as the drive in your desktop. I had a situation like that, but it was when I was burning CD's on my NX7000. The drive is rated at 24X, but it burns like an 8-12x drive. 7+ minutes to burn a 700MB CD at 24X, that's not right, it should take no more than 4-5mins. I was told the drive is a Zoned-CLV drive and that it speeds up only at certain points of the disc. This could be a similar issue where the drive doesn't spin as fast, therefore takes longer to load. Another possibility could be software loaded that may be interfering with the drive. Try killing some processes (apps/utils) running in the background and see if it helps.
