I plan to have a retail os, not oem.
I just want hp's hardware, assembly & CS. Anything else is trash.

Some of the HP business laptops have a FreeDOS option.
This may be interesting, but some people have pointed out that the Dell laptops without an OS is $53 more expensive than those with the OS. And people say it's because the bloatware companies pay the manufacturers to put the crap on. -
hope hp can give that option to consumer lappies as well.

.
While I'm NOT a fan of bloatware at all..
If the unit is $53 cheaper as syberdave mentions above.... Just format and put your own OS on it.
On a unit NOT having a OS... As syberdave pointed out some business class HP machines give you that option.
On the consumer models they do not give you that option.
Doing so would create ALL kinds of issues at the retail (and support level).... It's better to just make them ALL the same (within a certain model)

I've read that someone got a refund because apparently for a limited time under Microsoft EULA if you're not satisfied with the OS you can get a refund. The guy wanted the Linux OS. I believe it was Dell that gave him a refund. But then again I have a difficult time reading the EULA due to it's jibberish legalesh.

In some countries where Microsoft allows OEMs to distribute Windows-free notebooks, you can purchase many HP or Compaq systems (not just business models) with FreeDOS installed. If you're in the US, I doubt this applies.

I agree if it is going to be more expensive just reformat the drive yourself
could I buy a laptop without an OS?
