in all the reviews for the 4010us that i read everyone says it can play 720 and 1080 just fine but when i try it is quite choppy and unwatchable.

I am using vlc player...is there another program i should be using?

I previously had one of the Asus 1201N pumped up netbooks and it honestly seemed to run faster. I've also noticed the cpu seems to max out quite easily just by opening a lot of pages browsing the web to a degree i never noticed on my asus.

any recommendations to check if my laptop is running up to what is should be?

Did you enable hardware video acceleration in VLC Player? Is the laptop's power profile set to Balanced? Maybe you could try use Media player classic home cinema and check if there is any difference.
