I'm sorry could you rephrase the first part?

Use google Chrome
It could be a dead icon, check for updates and run Gary Utilities to fix and remove dead icons. -
how can i change what website comes up when i hit the internet explorer short cut on my desktop

After Internet Explorer comes up click on Tools, then Internet Options in the drop down list. On the Options page that comes up, under the General Tab you will see 'Home Page'. Enter the address of the home page you want to come up when you bring up IE, or if IE is currently on the page you want you can click on 'Use Current'. Then Click, Apply and OK at the bottom.

I am having a difficult time understanding what you want to do. If you are wanting to set the home page you go to within the shortcut, you can't. The home page can only be set as I indicated in my post.
If what you want to do is have INTERNET shortcut(s) on your desktop to various internet pages you can do this by right clicking on your desktop, select New>Shortcut from the drop down menu and in the box labeled "Type the location of the item:" insert the URL of the page you wish to go to then click on NEXT, type a name for the shortcut, then click FINISH.
This would not be referred to as creating new home pages but setting up Internet Shortcuts. -
He pretty much answered the question...
