I have a dv5t without the TV tuner, leaving the open PCIe slot. Can I use a mini PCIe SSD in this slot, and if so, can I boot from it?

Check the boot order in the BIOS. If it says something about an option for PCIe, then yes you would be able to boot from it.

But I am guessing that will not be the case.

I don't think any computer allows booting from PCIe ATM. Also, most PCIe SSDs are slower than fast HDDs, especially in random R/W, which I believe is an important factor in booting Windows.
