    I changed power options and bios options
    But it stiill alway on

    I'm in the same boat as you. Mine also always stays on. Even when I'm only on the internet. Is there any way to make it more quiet?

    Should I lower my CPU power usage to like 50%? I already capped mine at 70% when on battery.

    if i'm not mistaken, you just have to tweak the settings in coolsense. it has two extremes--quietest and coolest (or something along those lines), so play around with those. from what i've heard though, and what i plan to do, is just keep it default. eventually, you won't realize the fan noise, plus, the bit of ventilation will help keep your components tip-top. if it bothers you, though, by all means tweak the settings.
