It was most likely a coincidence. I doubt they saw your order and schemed to rip you off $30 by canceling and then jacking the price up. They could have just run out of the product, canceled your order (because they didn't have it in stock), got a new supply in stock, and then raised the price (for a number of reasons- most likely supply/demand). If the out-of-stock time was just a few minutes, I might suspect something unethical. But if they did really run out of stock, then the raised price might be unrelated.
Contact their customer support, explain the situation, and ask them to honor the price that you originally ordered at. They will probably mention that they do not guarantee prices (which they don't), but if you kindly get across the point that you placed your order initially at the lower price and they were the ones to cancel it, they might give you a credit for the price difference. You never know until you ask. -
I seriously doubt this - Newegg's a good site, and I've never heard of a problem like this with them. They probably made an honest mistake. Nevertheless, please report back what happens, because I'd like to know if they did this on purpose, and even if they didn't, how they responded to your complaint.

@LL - I agree.
Smart shoppers were buying at Newegg to avoid tax (HP charges, Newegg does not) and getting a better deal than direct from HP. Newegg prices have changed a few times, so I think they are not sure what to charge. It seems high at $629. Maybe Newegg has rules from HP, it would be interesting to know how it works.
Calling Newegg might help. I've seen people do it many times. -
Well with an HP coupon code, you can more than make up for the tax cost. For example, I had to pay $30 tax for my laptop, but I got $500 off because of a coupon code from xpbargains.com.

He never mentions if he called up their customer support to see if they would honor the price of when he originally ordered the laptop. If you haven't done that yet I would seriously recommend it.

I bet they honor the orginal price. Newegg has even given me refunds for price changes after I placed an order. They are the best company I have ever used.

I ordered mine from Newegg last week for 599.00, without issue.
I've never had an issue with them, and have bought multiple computers from them. I'd assume that this is a simple mistake.
As others have suggested, I'd pick up the phone and give them a call. They're, truly, a class act.
