I've tried the latest drivers from HP and modified ATI desktop drivers, but no luck.
I do get perfect S-Video in XP though, with the same TV and Cable (4-pin to SCART).

    Any suggestions?

There might have been an interference issue where something else was screwing up the signal. Or the connection could have been shoddy, or you could have created a ground loop. Either way, good to hear the problem is solved. If it happens again, immediately stop and think 'what did I last do?'...and that will tell you what caused the problem. :D
