    ^ i have no idea.. try 11.8.3 for BF3.
    and use
    WorldRender.DxDeferredCsPathEnable 0
console tweak to get higher fps without much visual quality loss.

When i type that console commande it says result false. and when i replace 0 with 1 it says true?

Is it supposed to say true with 0 too? or is like that?
and do you know of any other commands like that?
whats the one which shows fps?

Yes, but not the stock driver that come with your laptop. Install the latest HP driver and then install AMD driver on top of it.
Try type only "WorldRender.DxDeferredCsPathEnable" and check what is your current value.
I only use that command because it gave me fps gained without quality loss, unlike other commands.

You can try these commands to get more fps. Those without value use boolean(1 or 0)
    RenderDevice.TripleBufferingEnable
    GameTime.MaxVariableFps 60
    RenderDevice.ForceRenderAheadLimit 3
    WorldRender.SpotLightShadowmapResolution 256
    WorldRender.FxaaEnable
    WorldRender.DxDeferredCsPathEnable
    RenderDevice.Dx11Enable
    PostProcess.DynamicAOEnable

    Render.drawfps
    Render.PerfOverlayEnable
