i have an intel graphics card with 128mb shared video memory.Is there any way of dedicating 128 mb instead?

Its cheaper, consumes less power but not significantly less.

You just need to ask yourself, how long & what will I be using this notebook for? This will tell you if shared or dedicated video memory is required.
If you plan to be doing anything that is graphics intensive (games, 3D modelling, CAD, etc...) then you will need dedicated.
If you plan on having this unit until the Pentium 20 CPU comes out [], then you should have dedicated video memory. This will allow future games/apps to work, albeit slower but it'll still work.
If you just plan on using the system for basic web surfing and working on reports (word docs, spreadsheets, etc...), then shared video memory should be ok for these uses. In the future, this will probably be the only use of this system because of the slower graphics.
I'd recommend getting more system than what you need at the moment. Plan ahead and you should be ok. You can pay a bit more now or you can "PAY" later. []
