What did I change, I use to be able to do this-

"Click on battery > More power options > Change Plan settings (I suggest you make a new power plan or change HP reccomended, leave high performance alone) > Change advanced power settings > Processor power management
Then change system cooling policy to passive on both, and maximum processor state to 65 on battery, 85 on power.

And now when I go to make the adjustment in the processor power management I can only see and adjust system cooling policy. The other option are no longer there.
    Please Help

Is there a checkbox for more options?

    If not, here:

This will tell you more about which options can be turned on and off, if you're willing to go read 40 pages: Windows 7 Power Management.docx

If you tl;dr, this is what to do:

    Open regedit.

    Go to
    [Computer\HKLM\SYSTEM\CurrentControlSet\Control\Power\PowerSettings\]

Minimum proc state is found at [893dee8e-2bef-41e0-89c6-b55d0929964c]

Maximum proc state is found at [bc5038f7-23e0-4960-96da-33abaf5935ec]

Inside each folder, double click the attributes key and change the value to 0.

Whats werid is Ive been able to change as I discribe above but now the options are just not there any more. Was it something I changed?

I follow your directions and Im still uable to to see in
    Battery
    Processor power managent
only thing listed is system cooling, the other 2 or 3 options are not there.

    am I doing something wrong?

    add one

Right-click > Add new DWORD (32 bit) value > set it as 0

    edit: with title as "Attributes"

    without the quotes

Thank you for your help, I just did a Minimized Image Recovery and not its back to normal again.
I can say though, without doing the adjustment to the Processor my battery time went way down and my fan has been going crazy all day.

    Thanks again!
